I have a black wooden base and I painted white to match the new color in my room. Should grinding down, or can I just paint over it with several coats of white paint? Or will the paint I spray it? What would seem the best?

I would probably put a couple coats of high quality primer on first then paint.

The base needs to be clean and dull scuff sanding is good way to go on complex surfaces im not latex inexpensive latex paint will block and that is enough good coverage over large flat areas.
